The new state was to emerge after a period of dialogue among political organisations formed by farmers, the national bourgeoisie, and proletarians, the last of which were to take a leading role. Political coherence would lead to the formation of a larger organisation, to which the Derg would transfer power. Meanwhile, the Provisional Office of Mass Organisational Affairs (POMOA) would facilitate the political process and otherwise help to create a stable environment for the creation of the People's Democratic Republic of Ethiopia.
