In few days, the Caretaker
Administration that ruled Addis for the last two years under the "fire fighter"
mayor, Berhane Deressa, will handover power to a new City Administration under
the leadership of a new mayor, Kuma Demeksa. Fortune talked to some
opposition parties' leaders who manifested mixed feelings about both the
incoming and the outgoing administrations. Some of them said the incumbent is
not capable to rule Addis Abeba. A synopsis of remarks by such leaders is

“EPRDF
claims to win in elections which are not democratic.
Concerning the incoming mayor, I don’t know the personal
qualities of Kuma Demeksa, but I know he is a member of the
ruling party. My divergence is not with individuals (in
EPRDF) but with EPRDF. The party is not capable of ruling
Addis.” |

very disappointed with the mal-administration by Berhane
Deressa. After the May 2005 elections, Addis Abeba has been
swimming in corruption. It is shameful for the Caretaker
Administration. Considering this, it’s better to discontinue
the Caretaker’s rule. Regarding the incoming administration,
I would rather keep quiet and see what it will do. |

But I
hope good things will happen. If EPRDF stops its political
interference and if it has goodwill, things will get better
and better.” |

“I don’t
want to comment on the incoming administration because its
coming to power is not in accordance with due legal
procedures. The legally elected party is UEDP- Medhin. EPRDF
has ignored the public’s vote and our appeal to uphold our
seats (in Addis Abeba City Council, won during the 2005
elections) and held another election to create conducive
conditions for it to hold power. |

Other
individuals are illegally taking over more than 60 seats we
won. I cannot talk about them. But I can ask these
individuals to leave our seats. We voted for the
establishment of the Caretaker Administration. But it has
been given limited mandates - to finalize started or planned
works (by its predecessor). In order to perform better, it
should have had long-term plans. Considering this, I don’t
think it’s right to criticize it.” |

believe the caretaker has been effective in the
constructions of roads. But inflation, water shortage and
lack of good governance are what it failed to address. Now
the ruling party is going to take it (the administration)
and as citizens and politicians we expect the problems to be
solved. To do this EPRDF should appoint a professional
