		<item><title>Parties Strike Formula on Use of Airwaves for Campaign</title><description>In the aftermath of a grand deal on electoral code of conduct between political parties up for contest in the forthcoming national elections, party leaders have now struck another deal on one of the most tenacious issues that has been marring electoral business in the past. On Friday, late afternoon, January 1, 2010, two negotiators representing each of the four parties, including the incumbent EPRDF, and an additional four negotiators delegated by another 60 parties, agreed on a formula over how to use airwaves in the state electronic media and space on newspapers owned by the state. The original formula was composed by the Ethiopian Broadcasting Authority (EBA). It suggested a ratio of airtime allocation 60pc based on the number of seats in parliament; 10pc based on the number of candidates fielded for the upcoming national election; and the remaining 30pc shared equally among all the contested parties. Although this was originally accepted by the Revolutionary Democrats and the Coalition for Unity and Democracy (CUD), other parties, particularly the liberal democrats, the Ethiopian Democratic Party (EDP), and the All Ethiopian Unity Party (AEUP), rejected it. The later tabled a counter proposal with a ratio of 60pc shared equally among parties, 30pc based on the number of parliamentary seats, and the remaining 10pc based on numbers of candidates to be fielded. EDP’s proposal happens to be the dealmaker.
