		<item><title>CHOOSING BETWEEN TWO EVILS</title><description>The Administration of Prime Minister Meles Zenawi has been confronted with the task of keeping inflation at bay, once recorded to have an historic high of nearly 40pc. The administration has been struggling over the past two years to place inflationary expectations completely out of the economic system. Belated recognising of the inflation was a monetary phenomenon. It took policy measures such as reducing the growth in money supply, which sapped liquidity out of the market. There is an outstanding limitation on borrowing, following the Central Bank's imposition of a cap on the ability of the nation's banks to lend.
