meltdown of the past year has caused a foreign currency crunch and decline in
imports. Yet, this is a time when the federal tax collection agency was charged,
by Parliament a most ambitious goal of collecting close to 40 billion Br. The

that ties their performance in collecting tax to their own fate with the
